Drunk people in Portland

I had to brake and swerve today as I was on my way back from Laurelhurst theater to avoid an inebriated woman walking along Burnside. I think I might have run a red light as I couldnt really stop in time because of this.

Why do people walk along 30 mph roads when they are drunk? It just blows my mind when people do this.
